JOINT RESOLUTION NO. 01, SERIES OF 2022 IS A JOINT RESOLUTION FOR IMPLEMENTING REPUBLIC ACT NO.11552 ENTITLED "AN ACT EXTENDING AND ENHANCING THE IMPLEMENTATION OF THE LIFELINE RATE, AMENDING FOR THE PURPOSE, SECTION 73 OF REPUBLIC ACT NO. 9136, OTHERWISE KNOWN AS THE `ELECTRIC POWER INDUSTRY REFORM ACT OF 2001,' AS AMENDED BY REPUBLIC ACT NO. 10150"
In view of the promulgation of the Rules and Regulations to Implement Republic Act No. 11552, entitled, “An Act Extending and Enhancing the Implementation of the Lifeline Rate, Amending for the Purpose, Section 73 of Republic Act No. 9136, Otherwise Known as the ‘Electric Power Industry Reform Act of 2001,’ ” qualified customers of ILIGAN LIGHT & POWER, INC. (ILPI) may avail of the grant of the lifeline rate.


WHAT IS THE LIFELINE RATE?

Lifeline rate is a subsidized rate given to marginalized end-users, as part of the socialized pricing mechanism that provides for percentage discount, subject to the guidelines set by the ERC. This is granted to provide assistance to electricity consumer, especially those living below the poverty line, and to achieve a more equitable distribution of the lifeline subsidy.


WHO ARE QUALIFIED TO AVAIL OF THE LIFELINE RATE

a. Qualified household-beneficiary under the Republic Act No. 11310, otherwise known as the "Pantawid Pamilyang Pilipino Program" or "4Ps Act" subject to certain conditions provided under Section 73 of the Republic Act No. 9136, as amended by Section 1 of Republic Act No. 11552; or

b. A marginalized end-user, living below the poverty threshold established by the Philippine Statistics Authority (PSA), who possesses the qualifications and none of the disqualifications under the R.A. 11552 and its IRR. They must secure a Certification from the local Social Welfare Development Office (SWDO) that their family income is below the official poverty threshold (Non-4Ps).


WHO ARE DISQUALIFIED FROM THE GRANT OF LIFELINE RATE?



WHAT ARE THE DOCUMENTARY REQUIREMENTS FOR APPLYING WITH ILPI?



  • A qualified marginalized end-user may avail of the Lifeline Rate for only one (1) electric service account
  • General rule: the electric service account with a distribution utility must be registered under the name of the person applying as a qualified marginalized consumer.


WHEN IS THE VALIDITY PERIOD OF THE LIFELINE COVERAGE?

The lifeline rate granted to qualified marginalized end-users who are 4Ps Beneficiaries shall be valid within the period indicated in the Certified List issued by the DSWD, unless delisted earlier than the original period.

Upon request of a marginalized end-user who is not a 4Ps Beneficiary, the local SWDO shall issue a Certification in favor of a household member whose family income is below the official poverty threshold, indicating the name and address of the household member. The lifeline rate shall be valid for a period of three (3) years from the issuance of the Certification by the local SWDO, and may be subject to renewal and validation.
